According to News24, "Corruption in South Africa has reached epidemic levels and threatens the lives of all South African citizens. Money lost due to government corruption, could have been used to better the lives of all South African citizens, especially the poor. Global Financial Integrity said in a report that South Africa had suffered an illegal outflow of R185-billion due to corruption in the public sector between 1994 and 2008, it is estimated that in 2009 government corruption totaled R70 billion."
The President is in control of how finances are being spent. Due to corruption that starts with the President, no funds get distributed to better the future of South African citizens.

A Personal Example:
Bakkes's father was called on a breakdown at his workplace. As he arrived, he didn't realize that he was walking into a burglary. He was shot in the head at close range but mange to escape under a table where a panic button was located at. The police did not arrive at the crime scene until a week after the burglary due to the lack of personal, vehicles, and fuel.
